During her time in the U.S. Army, Phylicia served in various leadership capacities, including as a Human Resources NCOIC, where she served in many positions including many duties as operations manager, protocol officer and senior leadership advisor . Her responsibilities included overseeing personnel management, ensuring operational readiness, and advising senior leadership on strategic HR decisions. She successfully led multiple large-scale initiatives focused on improving processes, enhancing workforce readiness, and ensuring compliance with federal regulations.
